The characters are a very important part of the game. To use typical roleplaying game terms, there are non-player characters and player characters. The player characters are yet again divided into whether they are on Hell's side or Heaven's side.

Non-Player Characters

The Non-Player Characters (NPCs) are, essentially, law-enforcers. Instead of Chaos Unraveled having a mod simply tell people that things aren't allowed even though it might be in-character for them to do something problematic, non-player characters function within the game to force characters to obey laws. They have their own backgrounds, personalities, and are essentially fully interactable. The only catch is that NPCs do have certain notable differences to player characters.

The differences:
- NPCs do not have to abide by the two-thread only rule, because it might stop them from being able to hinder the breaking of a law within another thread.
- NPCs can kill off characters without permission. Threatening and bothering Lucifer too much, for example, is a very risky thing indeed.
- NPCs may intrude upon closed threads to enforce the rules.
- NPCs cannot be overpowered by player characters. The NPCs will always, always, be stronger - this is not to be insulting, that isn't the intent at all. The reason for this is so that plot-wise, the NPCs can always enforce the law no matter who they're standing up against.

Despite these, NPCs are meant to be fun to interact with and you can use and abuse them for plot ideas and even just when your character has no one else to interact with.

Lucifer is not Satan and it drives him mad to even be referred to as him. In Chaos Unraveled, Lucifer is Satan's chosen representative, a 'favorite' given the honor and tricky task of being a leader and mentor for those who join Hell's side. He is much less of a mentor than Metatron, and often causes as many troublesome events towards his own people as towards those on Heaven's side. Metatron is not entirely true to what one might find if they researched Metatron on a traditional wikipedia or did research on angels. As Henry Townshend often thinks of him as, Metatron is the 'Voice of God', His chosen representative within the realm. He dearly loves all of the people who are on Heaven's side and seems to harbor no true, sincere ill will towards even those in Niflheim. It is uncertain whether his soft, questionably teasing remarks towards those on the other side (especially Lucifer) are jests or simply Metatron's obliviously, enthusiastic nature shining through.
